I am designing a CA for rebuild. To my surprise, when I decrease the "rounds per gun" of my primary guns from 130 to 125, the Rebuid time increases from 4 to 12 months. Strange.
Otherwise, superb game !

I have heard, that that was an intensional decision. But I agree that it makes no sense if all you do is to leave a couple racks empty.

It is intentionally.
Changing number of shells per gun is represented in game changing magazine size and as it is deep in ship it is quite time demanding. It was mainly because of magazines are designed for certain ammunition and it is not easy to add additional shells to main guns.
It is in both ways, increasing and decreasing ammunition. For decreasing ammunition it is a little simplification but reasonable. Think about using saved weight for the secondary guns. You needs magazines for them etc.

As I recall, the devs gave a figure of half of the weight cost for a given capacity being the ammo itself, and half being magazine equipment (shelves, etc.). To get all the weight back from a capacity reduction, you need to extract all the equipment from the magazine, which is buried deep in the ship.

This addition of time for any rebuild change of magazine capacity was done because players like myself would max out magazines on the original designs and then use the magazine as a "bank" to counter the additional weight of upgrades/refits. Upgrade the Fire Control? Take out 10 rounds. Add torpedo mount? Take out 10 rounds. The Developers changed the rebuild procedure so that if you now make any change to magazines, you have 12 months of time and dock charges to deal with... totally acceptable in this case.
