Having played the game for a bit there's a few things that might be worth changing, up to the discretion of the designers of course.
-Build times tied to displacement instead of class, mostly to avoid the desire to make that 20k tonne 9x10" CA not because it's ideal compared to a similar displacement BC/BB but because it saves time. -Build times going down over time, linked to either technology or just the date, example would be that the Queen E was completed in a year -Including hit chance and spotting range on a same-size target in the ship designer. This would be a great aid for those trying to build balanced designs.
-Allowing refits that replace machinery to adjust the range of the ship -Allowing refits to place multi-turret guns in for secondaries, one less inch of caliber per added gun ( 1x6", 2x5", 3x3" )

Bear in mind that being launched is not the same as being completed - most ships still need considerable work after launching.

I don't think it would be good to base build times solely on displacement, but they can certainly be more modified by displacement, to limit the effect you mention.
I don't understand the last point. You can add for example 5 inch guns in double turrets during a rebuild.

Apologies, I'd run into the 'Error: When rebuilding ships you can install additional secondary guns of 6 inches calibre, but only in single mounts.' message a few times and assumed that this discounted all double/triple mounts!
