Currently the UI for the speed settings are
Speed [number selector] [20 kn] [Sq max] [Cruise]
Having an option for slow speed has more frequency of use than two "middle" speed buttons as [20 kn] and [Cruise] only vary by usually 4 knots. Certainly not any where as important as slowing down trying to save a ship that has been hit by a torpedo.
The suggestion is to change that part of the UI slightly with one change and reordering to:
Speed [number selector] [Slow] [Cruise] [Sq max]
Slow being low enough to reduce the flooding affects and risks of bulkhead breakings. Personally I use 5 knots though 10 knots might be viable in the game mechanics.
Slow is also handy when doing shore bombardments as you get more time for guns on target while still able to steer. Likewise Slow is also useful when putting down a disabled unmoving enemy ship better allowing you to sit off its bow or stern away from torpedo replies.
The ordering is also changed from the initial smattering to a consistent low <> high.
This I feel is also easily managed in terms of coding.

right now the number keys run the battle for x minutes before pausing - personally i never used that feature but perhaps others do?
i always thought it'd be more useful if the number keys were used for speed control, for example 1 = 10% of max speed, 5 = 50% of max speed, and 0 = 100% speed

With the space bar I have 1, 3 and 5 vs continuous ticks. The thought of different speeds would be better at specific knots as ships are built with different speeds. So you could have in your fleet ships with 20, 24 and 28 knots making 50% speed setting 10, 12, 14 knots making formations peel apart.
