There seems to be a problem in the aiming of the destroyer launched torpedoes in surprise attacks, when making the initial attack run against the stationary enemy ships the destroyers often aim as though the ships are moving at ~10 knots, sometimes making them miss with every torpedo they fire. This problem makes playing these scenarios very difficult, as the attack is often without time for daylight to arrive to allow the battleships to engage the enemy without being torpedoed into oblivion.

When Japan attacked the Russian fleet in Port Arthur in the surprise attack that started the RJ War, they fired 16 torpedoes against stationary targets in perfect conditions and hit with 3. Is this what you are seeing?

I see the same phenomenon; it has existed since 1.0. Torpedoes fired against "sleeping" ships in Sneak Attack battles are always aimed as if the target is in motion. 3:16 is way higher than my odds, which are probably closer to 1:50 (I think I hit a destroyer once, was aiming for a nearby B). What's more troubling is that it leads to a situation where it is better to intentionally fudge the sneak attack: stop your DDs, send in a couple cruisers to wake up the enemy fleet, then have the DDs get in range the moment the enemy starts steaming. Once that happens it turns into your traditional torpedo-driven slaughter.

dexepi is accurate for what I'm seeing, the torpedoes usually only hit if they hit the ship in front of the target, and even that fairly rare.

Is this effects from manual or AI torpedo launches you are describing?

I've seen this, and its AI launches (running Rear-Admiral in my case).

One thing I'd also suspected but haven't confirmed is that destroyers won't fire torpedoes at ships raising steam, only those already active. Is that a known issue?

You are right, there is a calculation error when the target ship is stationary.
