... Several game turns I have ignored too much ships in West Africa. When the crew level became poor I finally wanted to send them home to Nothern Europe. Sailing orders for those ships are accepted but next game turn they are still located in West Africa. Is this a bug or the just consequence of my insufficient maintenance? Thanks!

Assuming you have the ships on 'foreign service' mode, they'll ignore your move orders and just go where the AI thinks they should go. Put them on Active Fleet.
