I'm a bit confused regarding colonies, having ships on foreign stations, and the effect of having treaties with other countries.
1. Regarding foreign stations (which I assume is NOT the same thing has having ships based in one of your colonies), I can see the rationale for this during peacetime as a show the flag sort of thing, but why does the game require you to keep tonnage on foreign station when you might need that ship elsewhere?
2. I haven't yet really figured out the advantage for having and taking colonies other than to see my flag all over the world. Many of them have nonexistent port facilities making it virtually impossible to meaningfully use them to build up regional naval forces. Can you spend funds specifically to build and improve bases in these places to give them strategic value? How?
3. I also haven't ever seen any real value to having a treaty with one country once war with a third country breaks out. As Japan, I was in a war with France thinking I could redeploy a significant portion of my fleet to the "North Atlantic" (my ally was Britain) to force a decisive fleet action when I had a stronger battlefleet fleet and make use of Britain's ports to support them, but I kept getting messages that I had no bases to support this. Is Britain my ally or not! Perfidious Albion! Also, on several occasions I gave one of my allies a blank check to go to war with somebody else, thinking that I - as a loyal ally - could then base my own ships at their bases. No cigar, apparently. A related question. When you are at peace, can other nations go to war independent of what you do? I haven't seen that happen so far, and it would be interesting to see this happen and then advise your leaders how to respond...to enter the war on one side or the other, trade with one or both both, or stay completely out of it.
