There was some space strategy(4x?) game with newtonian physics where you could create your own space ships from different materials and it was all around solar system and I just cant remember its name and after long time browsing steam I just cant find it. I think somebody mentioned it over here some time ago

Aurora 4x. There's now a C# version with many improvements, so recommend that one. Not available on steam, you need to get it from its forum. It's free to play.
I think that's what you mean, but the physics are not really newtonian. Its mostly translated to naval-ish model of combat, with "trans-newtonian" physics.

Possibly Stellaris. It's very disappointing as far as the tactical system though. The ship design isn't anywhere near as deep as RTW either. Pretty good other than that.

Create or mix and match different reactors, fuel sources, ammo, weapons, etc.

Avrion? That game is not really 4X tho, even though I think there are some strategy element.

From what I've seen of that game, it does indeed sound like Children of a Dead Earth. I do recall seeing a lot of conversations on strategy going down to how much Delta-v you needed to finish the fight successfully.

The fun begins when you're designing your own reactor. One gram too much and it melts, one gram too little and it doesn't start up. Most of my guns threaten to rupture the barrel if the projectile goes 0.0001m/s faster than it does.

I think somebody mentioned it over here some time ago Children of a Dead Earth is probably what you're thinking of with the Newtonian physics. Pretty much every Sci-Fi 4x *ever* has some sort of RTW-ish design-and-build-your-fleet mechanic.

I like it, but fairly complex once you get to designing components. There's no tutorial, so you need some IRL knowledge and google-fu to know which materials work as moderators in nuclear reactor and which don't, for example.

I have no idea on the missions / campaign though. From the videos it looked a bit like the "Expanse" show which was originally envisioned as a game.
