Questions for the devs probably. Does Slow Aircraft development apply across the board or only to the player?
In other words, with Slow Dev on and tech rate at 100% , will I get planes in 1940 but AI get them in 1920 ?
Does this change if I have Slow Dev + 20% tech rate, aside of the obvious later tech discoveries?

It applies across the board. It's meant to extend the period of big gun dominance.
No idea how it interacts with modified tech rates.

It applies across the board. But it seems that the other nations' AI sometimes don't realize it. Being a big gun fan I always play with slow aircraft development. Other nations often start building CVEs and CVs as soon as all the suitable technologies are available (in the 1930's with this option turned on), but the planes they have are much less capable than those in real history. Carrier aircraft are virtually useless as offensive weapons until the late 1940's, and even then mostly as a nuisance capable of damaging a capital ship but rarely sinking one. But the AI powers don't usually realize this so they waste tonnage building bigger and bigger fleet carriers and begin scrapping battleships. I typically build only a few carriers and load them with fighters for CAP and keep a large fleet of battleships/battlecruisers until the end of the game. If a game lasts until 1950 I am usually playing against AI enemies that may have dozens of large carriers, a decent number of powerful cruisers, but no battleships/battlecruisers. Its great fun when one's fast battleships/battlecruisers are able to find and catch up with the enemies carriers.
