There should be an opportunity to assign trade protection ships at the start of a war, before battles. This would be particularly useful for Japan, to avoid getting small TP destroyers with few torpedoes in surprise battles.

I suggest that trade protection should be active ALL the time, no matter whether there is peace or war. As the tension ramps, trade protection should ramp up with it. When airships and aircraft are available, they should be on coastal patrols at all times. This would have prevented Pearl Harbor. When radar is available, you should be able to deploy a radar network around your islands and the coast. I doubt if anyone is listening, but hope springs eternal.

This has been alread done as war started and player has startegic turn before battles. Japan speciality is expection. No, it hasn't. Everyone gets the battles first, then the strategic turn. They added an option before the first battle of a war (including surprise attacks) to mobilise all your ships in reserve/mothballs, but there's no option to switch ships to trade protection, which means old or small TP ships can appear as escorts/surprise attackers. I literally had exactly this situation before I made the original post. Believe me, I wouldn't have posted if it wasn't a problem.

I might be misunderstanding/missing something here, but what I have experienced is this:
Strategic turn of May 1904 -at the very end of the turn, the message that war has been declared pops up and the turn ends Strategic turn of June 1904 -1st month of war -Tension bar is in the red -I can set-up my TP ships/raiders/sub doctrine and so on Once I hit "Next Turn", the first battle shows up and if played out, it will have a date of June 1904
Aside from Japanese surprise attacks, I don't think I have never seen a battle before I had the opportunity to set-up my TP ships.
As I said, I might miss something here or just haven't encountered what you describe (I'm not an old hand at RtW, after all), but this has been my experience.

Maybe it just doesn't happen for regular battles (only surprise attacks). Either way, surprise attacks are one of the most important uses of destroyers anyway, and you'll want the best ships you can get.
