The largest one (super large?) is best- just be warned that by the end of the game, you don't have any real opponents that can match you.

I'm planning on doing a USA game where I try to build their historical fleet. The US Navy, on December 31,1900 had the following: 8 battleships 13 cruisers 5 monitors 18 torpedo boats (tin cans) 1 submarine The rest were auxiliaries, steel gunboats, steamers, sloops, sailing ships etc. Total ships was 140. On the same date, 1945 the Navy had: 23 battleships 28 fleet carriers 71 escort carriers 72 cruisers 377 destroyers 361 frigates 232 submarines 586 mine warfare 1204 patrol boats 2547 amphibious 1267 auxiliaries Total Active ships: 6768 I don't think you will be able to reach the last point, but have at it.
