Can you blockade a nation by simply blockading it in one home area? For example. The US has the east coast, the Caribbean, and the west coast as home areas. If, say, the UK blockades the US in just the east coast, while having zero presence in the Caribbean and the west coast. Is the US blockaded?
Or do you have to blockade all home areas of an enemy to establish a blockade?
If I wanna play as France and have literally all my ships in the Med and none in Northern Europe. If war breaks out between France and Germany, will France be blockaded?

Blockades only care about the build area; the balance of naval power in other home areas, if any, is irrelevant to whether or not the power is blockaded. For France, Russia, and Spain, the build area is Northern Europe; for the United States, the build area is the North American East Coast. Yes, you would be blockaded in this scenario.
