Go very large as UK. You can get prestige up in the 90's. The US will out produce you unless you can (a) grab France's and Germany's colonies for the added income, and (b) take on the US before 1920 preferably.

Once their budget gets high enough for some reason it reverts to a negative. I had massive problems with that playing as the USA when suddenly my budget would hit that magic number and poof, it ticks over negative for some reason. There is a weird math error somewhere.

Never saw that. Did you just not buy ships for 10 years? I've racked up ~200M before, but then I'd spend it before congress re-appropriates it (which can happen).

I mean i have tried riding the tension curves, but damn... i never really got anywhere close to that budget with max sized fleets. Before 1925 its doable when you are at war with someone and you just keep pushing for more money. I took a few overseas territories from... well... everyone... I tend to fight until my enemy revolts and I ended up in a war with 3 people at once. That was a LOT of overseas territories I got. I was able to blockade everyone including England after a couple of battles, for example I sunk 12 British BBs in one engagement. The French fleet did not stand a chance. Italy was a mosquito. 3 times 10 points worth of victory reparations. Do that a couple of times over and you will be there. I am a bit known for breaking games like this. I am really good at pushing the limits of games and then as a result breaking them. A tactic I once developed in Wargame Air/Land Battle forced Eugen to take down some conquest servers they hosted for a week or so to re-balance them. A friend and I were winning battles in under 5 minutes when they were suppose to last up to an hour. I am also the reason why in Red Dragon everybody must have at least 1 command unit at the start of the game. People were not doing that and I figured out where people were hiding their command units at the start. I single handedly won a couple of 10v10 matches in under a minute and a half, once in under 55 seconds.
