I personally can't believe that the Netherlands isn't playable yet. The Netherlands has their own aircraft manufacturer (Fokker) a moderately sized navy and colonies with access to oil.
I think it would be an interesting nation with having to protect Indonesia as well as protect their own home ports in Europe.
They should have a research buff to AA and Submarines.
Their national traits should include something like "Pacifist" (less likely to increase naval funding and start wars)
Any other suggestions are welcome
