I play with fairly low research rates, often 40/50 with variable tech, I find this makes for a solid battleship era, however this means that the the AI will always develop Dive and torpedo bombers years before you. In a recent game I couldn't research dive bombers for a decade after the ai were using them.
This obviously gets a bit frustrating, I can build 100 aircraft 32000t carriers, and all I have to put on them is fighters!

Technically this already available if you go to the aircraft list and see what types of aircraft you have if you go to the compare button you can see those type of aircraft from different nations and buy license to develop that aircraft for your own nation I have done it with dive bombers in my Japan ply through right now because for some reason I have not been able to develop my own dive bombers and it’s 1948 so I just buy licenses to use other countries.

You can currently only purchase off nations that you are allied with, and that comes with a prestige hit when your politicians moan about buying what you can build yourself, despite that fact that for long periods of times you can't actually build them yourself!

If a certain aircraft type has been developed by any nation it does increase the chance that other nations will be able to develop that same type, so there is some connection between the two...perhaps we can look at that and adjust the chances if it appears to be too low.

i'l add i tried playing chin china a while back and since i had no aircraft industry i ended up buying all my aircraft from 1915 onwards
was hoping that since i bought so many aircraft over the years i would eventually develop my own aircraft industry, but was disappointed that it never happened so i ended up quitting in 1941 since i didn't enjoy outsourcing my airforce
although i get that China never developed and aircraft industry until much later i would have assumed that if i maintained a decently large airforce i would eventually have at least a reduced capability to design and build my own aircraft
might be worth looking into creating the possibility that if a country with no aircraft industry maintains a large enough airforce for long enough that they develop their own penalized aircraft industry (longer research times and/or frequent flaws), and if they design enough aircraft eventually they will develop a normal aircraft industry (similar to how undeveloped dockyards work now)

My current USA game is at 1946, other nations developed DB's and TB's in 1936-1942. Still unable to create either despite the air tech research groups being the only ones on High! /Grumbles. Luckily I'm allied with Japan so have access to their Dive bombers, unluckily their best is from 1938, has a 90km range and drops 100kg max bombs.
Edit: Now in 1949, still only nation with no strike craft production!
