An option to “Replace machinery” is currently available as part of the rebuild process. My understanding is that selecting this option will result in a ships engines and boilers being replaced with the latest tech available to the player at the time.
Could I suggest that instead of having a single “Replace machinery” option, that this itself be replaced with two options. One to replace the boilers and another to do likewise with the engines. Both options could of course be selected.
The rational for this is that boilers and engines are two physically separate systems, each tending to occupy separate watertight compartments. The boilers, whether they use coal, oil, gas or enriched Uranium simply boil water. A ship may only have one boiler (fire) room, and one engine room, or it may have several of each. It maybe that some early powered vessels just had a single machine space, holding boiler and engine, but the principle of them being separate units I think would still apply.
If only one of these two components were chosen for replacement, it would slightly reduce the refit time, and also the cost of the refit. But could mean that less displacement was released for upgrading other items such as guns etc.
An enhanced version of this could give the player a list of available boiler & engine enhancements to select from. Selecting all available, would effectively be the same as the current “Replace machinery” option. But as with real life, the latest & greatest tech is also the most expensive. So you may well want your BB’s CV’s & BC’s to have the best of everything. But do you need (and can you afford) to have all your CA’s, CL’s & smaller ships to be likewise fitted out.
This would provide the player with more options to consider, and I think, increase the depth of the game. The internal calculations done during the rebuild design process would not need to be modified, as the cost, build time, power output etc would be as if the chosen techs were the only ones available to the player at the time.
