I'd like to suggest as a possible feature to add to the game the ability to purchase or sell older ships to other nations, especially if more 'minor' nations are added to the game at some point. It was not uncommon for smaller countries with smaller navies to purchase ships (usually older models) from nations with larger navies, so I think it would add more viability and interest to playing those smaller nations.
Within the game this would allow nations (especially those with smaller navies) to provide an immediate boost to naval strength without having to wait the months it takes to build a ship and at reduced cost, but with the drawback of receiving older technology. This would also allowing nations with larger navies (or just more advanced ones) to recoup a bit more money for older ships than just scrapping them, but at the potential risk of having to face those same ships in a future conflict with that nations' now strengthened navy.
There would have to be some restrictions in place to prevent taking advantage of this mechanic such as not being able to purchase ships during war, only being able to trade ships with allied nations, tonnage restrictions, or an age limit on a ship before it could be bought/sold in this manner.
I think this would also add some interesting historical flavor to the game if paired with the ship history log that is to be included with the new expansion. Allowing players to see how long a ship they'd built and sold to another nation remained in service for that nation, and what battles (if any) it participated in after being sold.
