When the game progresses to the later tech stages the torpedoes on my new ship designs switch from the initial 18inch NOT to the expected 21inch diameter but to 12inch (!). Seems a clear bug to me, even early on Whitehead never delivered smaller than a 14inch torpedo. Probably a simple mistype somewhere (12 instead of 21). For illustration my late game CL, look at the torpedo calibre: I do not know whether this has any effect beyond the purely cosmetical but I have seen enemy ships take a lot of hits from this torpedo generation, more than I thought they should before sinking.

I have a suspicion about the source of the bug. It might have something to do with the main gun calibre used either in the ship design editor or developed as research object. As soon as I build battleships with 12inch main guns all my subsequent designs have "12 inch torpedoes", even quite early in the game with just 1 level of torpedo tech researched:

Further tests show the displayed torpedo "calibre" stays at 18 inches if the ship in question is "freshly" designed, i.e. if it is the first ship designed after restart of the game (yes, even when reloading a save). My suspocion that it has something to do with main gun calibre selection in the design screen during previous designs hardens.

This is a display bug. The actual torpedo performance in combat is given by your torpedo research. The calibre given here is largely meaningless. Thanks for reporting it.
