I don't know if it's a bug or maybe something overlooked in the design of the game. My navy somehow researched 900 ton DDs ahead of 700 ton DDs and now a foreign navy is trying to sell me the technology for 700 ton DDs. Is there any point in me buying the tech if I'm already constructing 900 ton ships now?

i'm still on 1.21, but in my current game i went from 600t to 900t as well

This was mentioned before, and Fredrik told that it is intended, to allow "sudden jump" in DD displacement like in Russia before WWI.
Only reason to buy this tech is to free researchers from unnecessary delay in work (in one of my games Spanish navy tried to invent 700 ton DD several times but always came to dead end. And in this time I had 1100 ton DD and wait double mounts for them!)

Hmmm. It looks like if there was a sudden jump in DD displacement then that would negate the need to go back and research the lighter displacement.

This seems to happen sometimes, for example I've seen superimposed 'B' turrets done before 'X', and so on.
There are three cases where it seems that such a jump makes the prior level useless to research (unlike the turret case above), and these are DD displacements, centerline turret numbers (I've seen 5+ before 4) and torpedo tube numbers (admittedly I've never seen this one).

The same thing can happen with torpedo protection.
