I would like to suggest that a Kellogg-Briand Pact be instituted in the game at any time, if agreed upon. I think it would add another dimension to geopolitics.

What effect do you forsee it having in RTW2? Harsher peace terms, including the possibility of being hung upon losing? Using "military action" in place of "war"?
Not sure it would be worth the effort to implement, considering it was hardly worth the paper it was printed on historically.

You are correct about the 1929 Pact, but maybe if the game treats it different we could use it for all countries who signed it, to go after rogue countries. I don't know, it might lead to a League of Nations.
