Currently we can make smoke by squadron
When an AI ship detaches from a squadron, like a destroyer going to screen a damaged capital ship, it becomes its own squadron AND turns off its smoke. This requires lots of micromanaging to find and correct. Also when the squadron goes out of flagship control it may turn off its smoke and then we cant do anything about it until/if it comes back in range.
It would be good to have a command like the "flotilla attack" which tells all squadrons capable of making smoke to do so. Then when a smoke making ship becomes its own squadron for whatever reason it will continue to make smoke.
Query: On ships escorting damaged ships to "cover retreat" order where they would "screen" a damaged ship and turn smoke on. The "cover retreat" would favor being between the damaged ship and nearby enemies so the smoke is obscuring attackers.
