Is it possible to design/build ships for two different navies and then pit them against each other in a created battle scenario outside the game?

Q: Is it possible to design/build ships for two different navies and then pit them against each other in a created battle scenario outside the game? A: Not in the current Rule the Waves game system, as that is outside its intended scope.

Thx for the fast reply. Note the word 'current'. Would seem like a popular addon so one can experiment with different ship designs on the side without provoking a war to test out your design.

Of course, if you have the NWS game Steam and Iron (which RTW is based on), you can create ships for different nations in the game's ship editor, and then use the scenario editor to fight them.

There are myriad factors except for the ships themselves that affect combat in RTW, mostly related to research. Accuracy, ROF, shell quality etc. So just making the same ships in SAI will not give a very good comparison.
Real navies had to go with designing what they thought would work well, and then combat proved the ultimate judge of what was good and what was bad. The same is true in RTW.
