I never choose anything but "None" or "High" because I either don't want to increase tensions or am deliberately trying to increase tensions in order to isolate a country, with the intel just a side benefit. The money spent doesn't seem to be worth it for the research I can steal unless there are thefts that occur behind the scenes I can't see, and I only rarely wish I knew what types of ships or technology my opponent had.
Three questions: -- Do the different levels have different qualities of intel that can be unlocked at different Effort levels? For instance, "yeah, you've maximized your research area theft with Low, but when you set to High it provides a lot more commerce info for your raiders". Or do all types of intelligence simply scale linearly with the different levels? -- Speaking of which, does intelligence in general scale linearly with cost? Or is it like research, where despite being three times as expensive, a High intel effort doesn't provide thrice the intel? -- Similarly, do the chances of being caught increase linearly with the levels and cost, or is a High effort less than thrice or more than thrice as likely to be caught as a Low effort?
