It seems logical that there would be a DEMS tech during the WW1 era that would cause merchant ships to gradually have a more likely chance of having AA or old guns as well as an increase in sub losses and decrease in sub victories, especially the era around when the tech would first unlock. The gun would be a gun 1 quality lower than your current model. The longer since the tech unlocked the faster ships would be armed as it would be presumed that your nation started stockpiling weapons when the tech unlocked. It would also be cool if what calibre of gun was mounted was tied to what guns were on ships you recently scrapped.

DEMS should significantly effect losses of submarine on prize rules, but wouldn't have near as high an effect on unrestricted submarine warfare, and if you choose to implement this policy AI nations are significantly more likely to choose unrestricted submarine warfare.

That's the 'Q-Ship' technology, available 1908.
It doesn't actually provide you with armed warships, but simulates their effect on submarines.

Q-ships were an entirely different concept though? If that's the tech I'm all for it, but it needs to be renamed. DEMS were ships that were armed for self defence with the intention that they could use them to fight off a U-boat, but Q-ships were secretly armed with the hope that subs would surface and close on them, at which point they would open fire with surprise hidden guns. My intention (now that I think about it a bit more) is that DEMS would increase merchant survival rates, as well as adding the potential for your merchant ships to be armed in convoy or coastal traffic missions, which might effect their difficulty in smaller scale battles. Furthermore, it would make merchant ships a bit harder to sink because they might be more likely to fight back
I'm all for renaming the Q-ship tech if that is what it is supposed to indicate, but I always understood that the Q-ship tech would add an ASW rating to your Auxiliary cruisers
