During a successful playthrough with Russian Empire, I noticed that the traits "Undeveloped shipbuilding" and "Poor education" stuck with the country indefinitely.
In spite of churning out 4x40.1kt 9x16 inch super dreadnoughts, 2 x 73.1k 12x17 inch WoWS "Patrie" super ships, Pacific 100-plane CVs and accumulating a budget outmatched only by US, the nation kept the traits from game beginning. Previously, I had Japan get rid of "Undeveloped shipbuilding industry" trait.
My question is - are the traits dynamic, and if they are - what are the requirements to trigger the switch?
In my opinion, it would be really good to tie the traits to thresholds - dock size, warship tonnage output, naval budget, research investment - so that for example, Russia and Japan can go from Undeveloped to British-level shipbuilding industry in successful playthroughs.

Low education maintains undeveloped shipbuilding in perpetuity.
There's a trigger for removing underdeveloped shipbuilding effect at around the 1920s.
This is because rule the waves resides in an alternate universe where the USSR never industrialized and never improved education. A world where there was never a cold war because the Soviets were too backwards and something or other.

That is holdover code from when the game was originally covering only 1900-1925, it is changed for the DLC. Due to concerns about "just one more thing-ing" Fredrik to death I do not expect that piece of straw will be tossed onto the camel's back for an update to the current release. If time allows however I agree it would make sense to consider such an update.
