Fought 9 wars (across 3 games), all before 195. In 6 wars there was a target location (or 2) within one or more of my invasion circles. During most or all of each war I had more naval points in the region than my opponent. In one case I was offered a surprise invasion when the war started. Besides that, no invasion opportunities offered.
Is this WAD, a bug, or is there something I need to do?

Did you look for the Invasion Target button? If you click on the location on the map, you can click on Invasion Target to plan an invasion if you are at war and the location is within your invasion circle. The "Value" also has to be less than 10, IIRC, and cannot be a home territory, so Finland and the Russian Far East, for instance, are not invadable. Then, an invasion will take place several months after you select an Invasion Target. It often gets delayed due to being in the winter or other reasons. Attachments:

My problem has been that in many cases the only target would have been RFE. Still can't figure out why I can't surprise attack Vladivostok after taking Port Arthur in a peace. I have succeeded in surprisng Port Bayard since then.
