for example, developed/undeveloped ship industry, technology leader and so on. there should be a way for the player to invest money to change these modifiers. it should be fairly expensive in order to balance it, but i see no reason why i shouldn't be able to change my "undeveloped ship industry" into an efficient one if i invest enough time and money into it.
now, certain modifiers like "poor education" doesn't fall under the purview of the head of the navy but we should still be able to indirectly affect it. for example if we have a lot of prestige or do very well in a war we should become popular enough that we can use our influence and popularity to push for education reform, possibly sacrificing some of our naval budget to pay for it.
i really don't like being railroaded and forced to permanently live with a bunch of debuffs over which i have no control. with enough time and resources, anything can be changed. and since this game literally takes place over almost an entire century there is plenty of time to realistically remove these debuffs given enough time and money.

That would be interesting have it as a popup event were the leader asks you what you feel could be done to improve the military possibly at the expense of prestige.

otherwise in the meantime don't be afraid to edit the save of your game to your liking - open RTWGame[save#1-9].bcs with a text editor, then go down to line 100 and all your nation's "factors" can be edited there
you might have to look at what other nations data is according to their setup so you can reference how to change things to your liking

to be fair "undeveloped ship industry" does go away after a while otherwise in the meantime don't be afraid to edit the save of your game to your liking - open RTWGame[save#1-9].bcs with a text editor, then go down to line 100 and all your nation's "factors" can be edited there you might have to look at what other nations data is according to their setup so you can reference how to change things to your liking yes i know certain debuffs go away after a while, but we as players should have more control over it and be able to make it go away faster by making wise investments. this would also add depth and meaningful choices to the game by forcing the player to decide between short term investments in new ships or long term benefits gained by investing in the country. also, as far as i am aware "undeveloped ship industry" is the only modifier that can be changed during the game. we should still be able to get rid of the other maluses and also to add the bonuses through in game actions taken by the player. i feel this would add very much to the game. and as for modifying saves, i don't want to have to cheat to change something that should be changable through in game actions. if i just get rid of it by cheating it removes all the strategy and payoff from having gotten rid of it yourself in-game through long term planning and wise, meaningfull choices. the player should have to prioritize and balance different and competing choices in order to achieve a long term benefit, rather than just cheating it away.

One thought I had on this was dumping funding into the Naval Academy or Naval War College, or appropriate national equivalent. In exchange for dedicating budget to those, you get better trained officers, maybe faster progression of ships and squadrons from Poor to Fair to Good, maybe they stay at the higher levels longer in Reserve.
Funding a NWC or equivalent could also give a bump to Fleet Tactics (and maybe Amphibious tactics/tech) research, over and above just making it "High Priority" on the research screen.

Given the increased timespan of the game, Poor Education should potentially go away at some point. Perhaps it could be accomplished by opting to direct money towards social policies/reforms a certain number of times, tied to a certain span of time.
As I understood it, nations which suffered from corruption could either reduce or eliminate the problem by opting for the "improve financial bookkeeping" in a certain event that would crop up from time to time.
