I think it's reduced by 50% for the purpose of determining whether the enemy is blockaded, but not for the purpose of determining whether the ally is blockaded. Is that right?

I am not sure. I do think something should be done about how blockades are formed, making it a calculation that considers more than sheer tonnage. A case-in-point, early Austria-Hungary has in a game 6 small, coastal Bs (all but one with only 9" guns). Paired with them for active service are...4 DDs. And yet they can blockade my more numerous fleet because my lighter ships don't have the tonnage.
When I think of a blockade, especially on a long coast like Italy's, you need numbers. There is no realistic way 10 ships could blockade the entirety of Italy's coastline. A blockade should require sufficient numbers of small, faster ships. You would need them to intercept, inspect, and if need be, sink merchants. Having a few more battlewagons shouldn't make or break a blockade.
