The game (intentionally) increases speed for unspotted transport ships, presumably to increase the likelihood of contact with an opposing fleet. This implementation has a few major problems with it though.
1. Transports keep their high speed when spotted as "unidentified ship" and only go down to their design speed when identified by the player as TR or AMC. 2. Transports regain their altered high speed when unspotted, meaning they can zoom away the second you loose sight of them. It's particularly bad in night battles, where an most of the enemy convoy scatters to the winds at high speeds even when you have started engaging one end of it. 3. The speed is not year dependent and at or above 20 kts, which is hard for early game ships to reliably catch.
