I have seen this happen a number of times. The "Intel reports" tab will hold a bit of info on a supposedly "new" ship which isn't new at all. In this case it is for one of two types of French DD, their 500-ton starter Faucanneau in 1900. In this case it was in conjunction with a B under construction. Perhaps new info sometimes gets paired with old stuff?

Look on it as your intelligence system is reporting old information - it’s not an unknown situation in real life. Consider the information that the USA and the Allies had on the Yamato in WW2; the lack of information regarding the WW1 High Seas fleet by the RN.
It’s rather like the information in the Almanac for ship speeds - the stated speeds for one class can vary, and the actual speeds differ again…

Yes, and even if they were built-in obscurity as you say, the almanac is not self-updating with the new information clearly discovered and presented to you by your agents....even *if* that is wrong. It simply isn't physically recorded in-game...hence the tedious Excel
