Blockading Soviet Union as Spain - but no forces in Baltic

I'm getting messages that I am blockading the Soviet Union while playing Spain. I have no forces in the Baltic though, all my forces are in Northern Europe. I am allied with France and Great Britain, however neither are currently at war with Soviet Union because apparently allies rarely join wars. Regardless, neither of these powers have forces in the Baltic either. Furthermore, the Soviets have no possessions in Northern Europe (lost Northern Russia to a rebellion lmao).

Russia can be blockaded from Northern Europe area. This is WAD.

It simulates that Baltic is closed region and shipping needs to go through Northern Europe area.

Oof, that really puts an emphasis on keeping control of the Northern Russia possession.
