Ships near landmass will 'jitter'

There is a bug where if you're near a landmass, it will cause the ship to be unable to turn toward the land and will jitter a fair bit. This has caused a ship of mine to be torped.

It's particularly annoying during coastal raids when you're close to land. This can also cause ships to do a loop for no apparent reason as well.

This wasn't a super noticeable thing in RtW2, so it might be a recent thing, maybe

Ships in RTW3 have better land avoidance than in RTW2 so that they should not get into trouble by getting stuck on land features. However, sometimes this causes the "jitter" when the ship tries to go one way and the land avoidance routines tells it not to.
