Here in my RtW playthrough, it is early 1915, and every nation on Earth is building airbases (NOT airship bases, heavier-than-air bases) and airplanes. Except me, the USA. I can request an airplane type study, but when I open up the Fortification tab to build an airbase, there is no option to do so. Manual sez to "scroll down to airbases," but there is no scrolling, all I can build are airship bases. Now, I *just* had my eggheads "discover" Heavier-than-air flight operations, and I have 0 levels in it accordingly. Is this related? Will I get to build airbases once I have a level in HtA Operations, or do I have a problem, here?

Well, to answer my own question, yes, the first lvl of Heavier-than-air tech allows seaplane bases. The tech specifies "seaplane," but I see no tech that specifies regular land-based air.

Fortifications are built by selecting the possession you want to build in on the world map and selecting "build fortifications" in that pop up. The fortification tab is for managing defences, bit confusing at first but you get used to it

Expanding airbases is even more obscure. Yeah, you right-click on the base in the base list and it will give you an option to expand the base. It would have been nice if that was documented.
