Here's an example from my current Germany campaign of Britain scrapping battleships while outnumbered in battleships and just barely being blockaded by me; the ship in question was only 19 years old. "What could we possibly need them for? Balderdash, old chap, we'll be fine!' No big deal, but it would be cool if it didn't do that. They also scrapped a large number of battleships in the run - up to war, when tensions were high (above the line, for that matter) for a long time, which has undoubtedly made it easier than it otherwise would have been. Setting a tension threshold above which the AI stops scrapping ships might also be a good idea.

To be fair, if the AI is a month or three from completing a 1913 2nd-Gen Dreadnought and has to scrap a 1894 Pre-Dreadnought to keep from going bankrupt until then, I'd see this as a wise move (lets be honest here, the only thing that ship is good for is to provide blockade points for the Brits while sitting in port and VPs for you as soon as it takes to the sea and gets sunk).
