Bug: Landforts spawned in the sea after loading

I have had the problem with ship formations spawning on top of each other but in this case, all the (or at least most of the) land forts spawned near one part of my fleet, near instantly killing a few DD's, and damaging a few CA's. Not exactly a great start, or perhaps restart.

The ships on top of each other is bad, but doesn't break all immersion, however most land forts spawning on top of ones cruiser division kinda does.
