China in 1890 could not use 10-inch guns. Therefore, no additional early KE can be manufactured.

I would need to check to be certain, but I don't think that this is actually a bug; the legacy fleet is given some leeway to include things that your nation cannot build at game start so as to allow for ship types that had largely fallen out of favor historically but may still have been in service at the time the game begins.

Are you saying that a domestic 10in gun originally existed but was discontinued? There is a history of legacy ships with large caliber guns other than KE being ordered from foreign countries.

That's how the Fleet Generation System is set up - at least for an 1890 start. Any ships that are small enough to be built in a local yard will be, and if the the ship uses a calibre of gun that your nation does not start with they gain a -3 quality gun for the purpose of manufacturing that vessel. Once the game proper starts, you cannot manufacture -3 quality guns so cannot build warships requiring those guns.

The quality of the 10inKE was -2. This should be able to be produced in the UK.

Not a bug, it is assumed they have gotten foreign assistance to build the ships, or built them abroad.
