So I downloaded the new patch and fired up my existing game as Germany. That's when the weirdness started...
It is 1937 and I'm at war with Russia. I have 24 of the 300-ton minesweeper class on CP and I need 21.
I review everything and end the turn.
The game decides to put one of my light cruisers in Northern Asia on CP duty, designs not one but TWO 500-ton MS classes, bills me for the 'new class' and starts construction of two. So I reverse all this (scrap the MS in favor of two 300-ton because 1 got sunk by a mine) and delete the designs.
For about four turns in a row the game does variations on this - puts my cruiser on CP, designs a new 500-ton MS and begins construction, billing me the $110k for the new class. After around the fourth turn it stopped and I shut the game down and went to bed.
So... what's going on?

I'd see how it acts with a new game. Even with the best of intentions, patches and previous saves can have really strange interactions.

So... what's going on? That seems really weird. It shouldn't do that, even with a saved game. Could you please post a save of your game?

Fredrik, I ended the game earlier today. I do have the file but even zipped it is too large to attach.

Director, that happens to my save game files as well. I put the file up on a service like OneDrive or DropBox and include a link to the file here.

I don't have a file service, sorry. I think I could email it - the zip comes in at 3.4 meg. Let me know.
Started a new game as Japan - up to 1909 with no sign of that problem yet.

Hey Director, if emails an issue to Fredrik, you can always shoot it to me (starts with axe99, then an at, then a bigpond, then a com, with dots in the right places - sorry to write it like that, but I'm not terribly keen on getting robot spam) and I can Google Drive it to Fredrik. It does sound like an odd bug!

It did give me a bit of a start when I realized the AI was criticizing my gameplay.

I have it happening in my game now as well, for two consecutive turns, after the turn was progressed, the game asked me to accept development funding for a new ship class. After declining I checked the designs in the savegame folder and there was a new 500ton MS that I had not designed. I have 33 200ton MS in service in that game so there is no way an algorithm would find any "need" for additional MS.

I'm also getting this bug with the new update, about halfway through 1912 as GB. Multiple weird MS classes & even a few obsolete destroyer classes being auto-designed & built!
Also also, I have a new version of my old "AoN" not-being-applied bug: after you've researched it & applied AoN to a warship, even though it displays in the design dialogue the AoN tag is not "saving" or is getting unchecked somewhere between design & building, meaning that even though I've designed them with AoN the ships actually get built with "Flat deck on top of belt" with NO AoN, & thus get sunk really quickly.
The original occurrence of this bug was solved by the last patch but one (pre- the new patch); with the newest version I get the tag & save, go to build & build, but when the design is opened for viewing the AoN tag has become un-checked & the affected ship is sunk, really quickly.
Incredibly frustrating.
I am cross-posting this in the suggestions thread, just in case.

I saw you posted a file in the other thread, but I need the all the files for the save game to recreate a game. So please if you could zip up the save directory of the game (Game1, Game2 etc) the and post it that would help.

Fredrik, what I sent in is a zipped copy of the Game4 folder. Yes, that was allright, only problem was the game was resigned. However, I forced it to restart, but there never was any autobuild of MS or strange stuff happening. Thanks anyway. I need to find a new save where I can see how it happens.
