The first time I was showed this phenomenon, I did not think much about it, as it was just a one-off case. However, when I tried replicating or even straight up copying these designs, I failed entirely, with the game preferring to label them as CAs. I at first explained it as being a treaty, but I am also told that treaties should not affect designations. Is there a reason for this that can be replicated, or is this simply a misdesignation? Pretty sure it's the Belt Armor/Speed combination. The game wants to classify it as a CA since (iirc) in 1915 ships greater than 25kts and less than 12in of armor would be a BC if it had 11in guns, 10inchers drop it to CA. If you up the belt armor or decrease the speed the game should recognize it as a BB.
And don't worry too to much on if what the AI builds is legal or not. The very regularly break the rules in a variety of ways.

AFAIK up to and including 10in guns is going to be routed to CA thus BC takes 11 in guns

Of course, none of these AI BC examples fall into that exception, and get reclassed to CA as a result
