I have a destroyer design with two single-tube centerline mounts. In a battle I'm currently fighting, I got a ""Torpedo explodes" event on a hit even though both torpedoes had already been fired. From the log entries for the ship:
26 13:24 Launches torpedo at DD Gremyashhi-class
26 13:27 3 in 2460 yds Hull hit B *
26 13:54 3 in 1729 yds Near miss!
26 13:56 3 in 1242 yds Superstructure hit BE *
26 14:01 Launches torpedo at DD Gremyashhi-class
26 14:05 3 in 1045 yds Hull hit B * Shell burst limited by coal bunker Zhivuchi, HE)
26 14:06 3 in 1578 yds Superstructure hit *
26 14:26 3 in 1510 yds Torpedo tubes hit Torpedo explodes! HE)

Um. Probably this is just an example of something that was overlooked in the code. But... most early torpedoes were driven by compressed air at high psi and later ones were driven by steam (air and alcohol (methanol), usually). So in the area of the torpedo mounts would be (filled) air flasks, probably an air compressor and a quantity of flammable fuel - maybe even spare warheads or detonators. I can see a shell-hit causing an explosion there even without a torpedo being present.

I'm just gonna bumb this thread, because I've never had torpedo tubes exploading and I'm interested if this event is still in the game or not

I had a cruiser battle where my pair of CLs was hit some 10-15 times, 3 of those where hits that exploded on deck TTs. And I do not put more than one triple launcher per side on CLs...
