As stated the new event does not take into account KE tonnage, im not sure if this is intended but KE are still warships (as seen by prescence of guns and so on) This led to me failing to evade the event, and as a result loosing 500 tons dockyard size 25% might also be a bit extreme, especially for high dockyard sizes, it requires i have 105k tons building, which is ALOT especially when making cruisers which are very expensive for the tonnage Attachments:

For some reason, it seems KE tonnage doesn't get counted against your allowed max construction. That's useful in the early game when things are cheap and you can have a bunch of CX and BX ships under construction, but late game not so much.
Edit: Actually, I guess it becomes a balancing act by penalising rapid expansion of the docks in the early game.

I believe that is WAD - KEs are not counted in the total for that purpose, but will query Fredrik W to doublecheck.

Why? They're purpose built warships. Refits also don't count, when they really should.

Because it also encompasses converted civilian types.
The above quote (emphasis mine) is taken from the Wiki entry on the Flower Class corvette. Similar comments can be found on the pages dealing with the Castle Class corvette and five different Frigate classes used by the Royal Navy as well as several other vessels.

Personally I've never been anywhere near my max capacity except under a crushing peace treaty.
I'm not sure if I could even sustain a 25% of the high total capacity we have.
