1.) Enemy collapses. I may get 1 ship (about one time in 5?), as well as some territory.
2.) My nation collapses. I lose basically all my capital ships every time. This is game ending.
Id like to have the game still be playable after a loss, rather than restarting every time...

Yeah, IMO losses and wins should be equal in rewards and downsides.
There SHOULD be a rare chance to lose all your big ships, similar to WW1 germany.
And likewise it should be possible to cripple other countries.
Balance is a thing, I guess, but I prefer fairness... ;\

Do you guys want a horror story? I lost ALL of my capital ships when I lost a war to Austria-Hungary. Double humiliation there.

Ooooof. If you were going to come back from that you'd have to embrace commerce raiding in a big way - battleships take too long to build and you'd never really be able to catch back up.

The one time you can is when the dreadnought revolution hits. Nations will scrap ALL pre-dreads by 1915 usually, and as long as he can avoid a war he might be able to build up enough BB tonnage.

I've noticed that the AI will mis-identify ships in battle and sometimes re-use the same name even while the old one is still afloat. Perhaps it's linked to putting the ship in mothballs making the AI think the name is available? I don't know.

Personally, I think you should be able to pick from either possessions or ships. Either you can take a few colonies where you don't have any, or you can pick some ships to fill a hole in your fleet.
