Intelligence (lack of) AI vs human player
I feel the AI is not using the intelligence about my ships, except copying them. With a cheap built BB, as Italy, I managed to defeat Germany, France and UK. How? Most of my ships are faster than the enemy, those slower are slooower and I decline battle. Can't believe it worked!!!! Revolution each time. A paper tiger empire BB design a paper tiger My CA CL killer

RTW--because of its openness & scope--is somewhat vulnerable to game-y exploits, yes; the AI mimics what you're doing, so if you do something KERR-AYYY-ZEE, then yeah, it's gonna do something crazy, too, & if you've plotted ahead of time to play a certain way, then yes, you're going to get an easy win.
I don't really have a problem with this, however, 'cos... Well. It's not the sort of game I play to "win at all costs".
It's like an RPG, for me, or the first Medieval Total War--it's all about the ups & downs, the narrative twists of my dynasty/ruler/mad chief naval architect & the pleasure I get from playing the actual game itself, rather than getting a big gold star at the end.
YMMV, but as I've said previously, deliberately closing "loopholes" that a committed player can exploit has a knock-on effect on the delicate balance of the game which can tend to spanner the experience for those who do not wish to indulge in such antics.
I am fine with the game the way it is, ta.
PS: Having said all that, Director (I think) of this parish did a whole AAR somewhere on this forum where he deliberately only made ships with non-centreline turrets, low freeboard, narrow belt & other freakish fin-de-siècle features (he would've put tumblehome on them if he could!), including installing all the funnels at the corners of the ships. He did really well IIRC, until he got into one war too many circa 1925 & got completely marmalised, with about 90% of his fleet getting dusted in one battle. I think the AI tried to copy him for about fifteen years, during which he defeated them with ease, then something changed & they started building "normal" super-dreadnoughts, & then he was toast. Truly hilarious.

Another way to game the AI is to spam destroyers. You can build hundreds of them and be completely immune to blockade due to the way the game calculates blockade.
I was able to blockade the other European powers as Austria...with my fleet of hundreds of torpedo boats. No need to fight any battles at all. Just a boring click fest of building more boats.
If someone can post the link to directors AAR mentioned above I would be grateful. That sounds like a fun read!

No apology needed. The 'Badnoughts' are a perversely brilliant stam-punk invention I'd be proud to claim. (Except that I didn't invent them. Which should stop me from taking credit, and will, since you know who really did. Ahem.)
