Is there any way to modify the starting government type of a country? Also is there a list of the different types of governments that are available in the game?

If you find BNat.dat or [CustomNationName].nat and open it with a text editor such as NotePad, there is a line GovernmentType=N, where N is an integer, associated with each nation in the file. Change N and you'll change the government type that that nation starts with. Note that you'll need to start a new game - existing games will not be affected by changing things here. If you want to change a nation's government type in an existing game, you'll need to go open RTWGameN.bcs and change the GovernmentType=N entries associated with the appropriate nation in that file.
Government types: 0 - Liberal Democracy
1 - Limited Democracy 2 - Autocracy
3 - Eastern

Does collapsing into revolution change a nation's government type or just end the war?

Does collapsing into revolution change a nation's government type or just end the war? As far as I am aware, it only ends the war in almost all cases. In the case of Russia, it changes the leader's title and ends the war but still does not change the government type.
