Or does it only add more base capacity for your ships? I read somewhere that acquiring more Bases will increase your budget. But the voodoo mysticism starts when I try and find out if the money I'm using to develop the bases comes back to me in any appreciable budgetary way. I spent the good part of the 13yr Washington Naval Treaty fixing up my bases and it didnt seem like it helped the economy grow at all.

Acquiring more possessions increases your budget, but improving your bases only gives you increased base capacity for your ships.
