I rarely put submerged tubes on ships that can do more than 25kts anyway, and, on the rare occasion that I do, by the time they get into a position where a torpedo is likely to hit it's target, the ship either can't do more than 25kts anyway (either because of damage or because the grates need cleaning), or doesn't need to (because it's making sure that disabled ship goes down). As a result, I really don't care about speed limits on submerged tubes.

I can see why - the flow of water past the props and rudder could be problematic; you could carefully aim the tube and then have the torp corkscrew off in some other direction.
