I really like it! This is much better than the random chance in RtW1. Also, I don't know (I've heard conflicting things) whether you need the 3x/4x fleet size as you did in RtW1, but I'm fine with it either way. My only complaint is that if you send your defense force in a heroic last stand to eliminate troop transports -- something which would be devastating for an enemy -- you are not rewarded accordingly. Taking Gary Grigsby's War in the Pacific as an example, the victory points for sinking a fleet full of fully-loaded troop transports would be huge. Take a look at this result: It seems to me that if the attacker/invader stands to gain 75000 points for success, the defender should stand to gain a huge amount for sinking the transport fleet. That would also nullify the need for the artificial 3x/4x fleet advantage: if you don't want to lose VPs, don't invade somewhere where you are going to lose troop ships. Food for thought!
