Or are there some cutoffs, e.g. TDS 2 becomes essentially useless past certain point of torpedo power. And are they less useful on ships of certain size? Mainly wondering in regards of the admittedly short lived Washington cruisers. While some countries (Germany and Japan) did try to fit puny TDS on ships of this size, TDS effectiveness being mainly affected by beam, and these ships not having lot of it, most did without.

It always helps some. TDS1 is better than none, even against later torpedoes. TDS also helps reduce flooding in general, as it is assumed that it also includes better subdivision, pumping arrangements etc.
