For some strange reason when I click the "Design Ship" button the window won't come up. I can't build a legacy fleet or any new designs. I had a similar issue, Windows 10. I could design ships for my legacy fleet, but not save them; when I clicked on the button, nothing happened.

I am working on a fix for those of you that receive the "(error: xxxxxxxxx) Unable to obtain lock!" error, I am testing it right now. Would any of you with a Mac book with this issue want to help me test the fix, as I do not have one to try it on at the moment?

Something to do with AI tech progression may be bugged. It's 1903, Austria appears to have commissioned this ship in 1900:
Edit: the UK has a similar design and has built five of them already.

Something weird is going on with auto designed CLs. Attachments are an AI German cruiser built in 1901 and an auto design from 1904.
edit: also this might be intended, but I keep getting "cruiser engagements" where the enemy has a battleship in the main fleet.

I do not think that it is possible that this is intended.
UK 1920 start - 2 battleships under construction.
Both ships have wing turrets in 1920 and only 12" guns.
On top of that both ships have cramped accomodation and short range.
note: I would like to start 1920 but there are just too much bad designs not by quality (this is good) but by logic using inferior guns, short range and cramped accomodation.

So I just started a game as AH 1900 start and its 1901 and France has just built a B with 2 Single 14" guns but haven't unlocked 14" gun tech yet.

Tried compatibility mode for Win7 and no good. I'll have to try tomorrow I guess.

for those on windows 10 having this problem, I'm curious if the problem persists for you in the demo as well, or if it is unique to the release version I didn't try the demo as I wanted to wait for the full release

A bit of weirdness with 1900 start AI generation. Attached picture is a ship that spawned in from my ally. Checking the almanac its an 1899 design with above-water tubes and a bunch of light AA guns which AFAIK should not be possible. Can confirm that basically this exact ship exists in my save as well. Same name too. Also, the 1900 AI doesn't seem to like starting with a lot of battleships for some reason. I built 4 in a well balanced navy for Austria Hungary. Britain also had 4. Italy had 2 (and they were tiny). Germany had 1. The US had 1. Russia had 1. France had 0. On very large fleet settings mind you. If needed I can get proof. I streamed it on Twitch, and plus it's 1904 and none of them have been sunk yet, so I could just get screengrabs if needed. Although right now I want to go to bed, so that's a tomorrow thing.

Auto Design (and AI Design) doesn't seem to respect research, I've had the aformentioned triple above water tubes (even on CAs) guns that I didn't have, DP secondaries and mains that I can't use, secondaries that are too large, AA before I have AA, etc.

In actuality, the number is 1.25.
Also: " There is a diminishing colonial value for ships above 6000 tons (to encourage using smaller cruisers for colonial service)" - page 71 of manual
Maybe clarify that this does not count the colonial service equipment multiplier? (a 6k CL gives 7500 FS) Also, I could have sworn my 11k CA was still giving me 11k FS value. I'll need to check again though.

Legacy designs inconsistency
Compare speed of design opened for rebuilt with actual ship speed.
In rebuild it seems 24 knots ship, however on list it is clearly 20 knots ship.
After just blank refit, ship under refit is stated as 20 knots ship. Just replacing engines put ship under refit to 24 knots for 35M but free tonnage is not changed.
Conclusion: Wrong display of speed
Probably for tonnage calculation design is all the time 24 knots For costs calculation design is all time 20 knots
