Question about bulges and carrier conversions

I have a couple of predreadnought battleships that I rebuilt with engine plants designed for 20 knots, but because I bulged the ships as part of the conversion they're only capable of 18 knots in service. They do not get the "ships with speed under 20 knots need catapults" warning in the design menu, and at least in fleet exercises they appear to be capable of operating aircraft without issue. Is this working as intended?

It may be that the speed checking does not take into account speed loss from bulging - I will put this in the Beta Team list of potential issues, see what Fredrik says (well, when hes available sometime later - I think it's 3-4 am in Sweden right now...lol)
