I do not think it is bug however it is quite strange.
All nations has same budget except Germany and France. France has slightly higher historical budget 39.6M vs 36M. But Germany is quite strange as it has historical budget only 14M and game naval even lower 12M.
I am just thinking there will be a lot of events increasing Germany budget. Still strange that game budget is even lower. :-)

There's a new part to the nation files that seems to control what fraction of a nations overall budget goes to the navy. Germany in 1920 is by far the smallest of the lot, so there's probably a fair bit of room for growth.

My point is what is the reasons of historical and game budget for 1920 start as there is almost no difference.
I can see nothing strange with Germany naval budget.
