I have unlocked them and use them just because its useful/good in the pacific but what does it actually do? cant find any mention in the manual.

Basically, Deck parks means that you can 1)Carry more aircraft and ordnance. 2)Ready aircraft faster for takeoff. However 1)It increases risk of aircraft damage in combat. 2)It risks loss of aircraft to storms and other such weather problems often found on the rough seas like the north sea and Capricious med. That's at least a very simple explanation for IRL usage. Not sure what the exact in-game benefits are, but I'd assume they're something rather like that.

Does it have any effect right now if it is checked?
It seems it has no effect and if I understand it correctly what Fredrik wrote, it is more for future use/development.

If I am not mistaken, "Deck park" is more of a doctrine than particular technical solution. US Navy was parking aircraft on the deck with the intention to cram as many as possible onto the CV.
Contrary to for example Royal Navy practice, which used only hangars.
This is one of the reasons, why RN CVs had generally smaller air wings, even though they were of similar dimensions.

Mechanically in game what do catapults do for a carrier? Catapults allow a carrier to launch CAP fighters without needing to turn into the wind first.

Actually increasing spots is what I thought it do but that doesn't appear to be the case. I think they said they have it disabled due to balance reasons, though it would be nice if it at least did something small like 4-5 more spots which you wouldn't think would change the balance too much. also about that angled flight deck, yeah I was disappointed that didn't show up on the graphic. As far as flight deck catapults, I have them and as far as I can tell, even with angled flight decks, I can't add more than 2 at the front of the flight deck as I get illegal placement errors.

And I think catapults increase the spot value, allowing larger strikes (you can ready more planes because the first to take off don't need as much clear deck to do so).

I'm able to place 4 catapults with angled flight decks. Try the forward wing or C position. I go for 1,2,C,D/E because it looks semi-decent.
